[applause] >> i started working for the public works department 15 years ago. we are like a family. it is a very close-knit group. i think, because of that, we get the best out of people. one of the problems we encountered in the city was we were not able to pay our vendors and contractors. people were entering data inconsistently. documents were always getting lost. payments were not going out. the numbers do not add up. everything has to flow horizontal and vertical leap. we created several modules to make it easier for contractors to attach the documents in a standardized format. we do not have to go deeper anymore. i don't have a formal education in i.t., however, i have deployed some systems when i was working for the industry, and i brought in young, energetic staff to help. we implemented this. it took three months. people knew when they were going to get paid. i think we have a happy contractor community. >>

lastly, balboa park has significantly fewer impact fees. most of that area is actually public land so there's not a significant amount of new development, new private develop. that's forecasted there, but there has been one significant development there, the 1150 ocean avenue project where the new whole foods is and they built as part of their in kind agreement, they built an extension of this street here which will connect to the puc reservoir should it ever been developed in the future and they also have a pedestrian easement on another street through the project. those are just a few of the highlights. again, that's not everything that's in the plan. next year we will expect to incorporate the transit center district plan as well as the western soma which is currently before the board and the intention there is to roll that into the overall eastern neighborhoods implementation process, not to treat it separately but to look at the impact fee revenue and the projects sort of simultaneously and then at the cac as well. thank you, i'm happy

lastly on december 28th, members of the mta board and director reiskin visited many operating administrative divisions to personally thank our frontline employees for their dedicated service. staff really appreciated hearing from you and a special thanks to director lee's wife for the fabulous cupcakes. a short update on the court of appeals ruling on our bike program that was released yesterday. as you know in 2009, the mta board approved the san francisco bike plan. the adequacy of the environmental impact report supporting this approval was challenged in an appeal to the board of supervisors and an action in superior court. in 2010, the san francisco superior court ruled in the city's favor. the challengers appealed this ruling to the california court of appeals. just the california court of appeals issued a decision upholding the trial court's conclusion that the eir was adequate in all respects. the court also identified some minor technical problems with the approval process. the city attorney's office is evaluating those issues. we expect they can be resolved soon and without disrupti
